Decision:
The Director of Regeneration and Place has
agreed to approve the award of a contract to M.A.C. (Roofing &
Contracting) Limited of a value as set out in exempt appendix 2 to
undertake the flat roof renewal at Mersey Park Primary School
within the approved budget and as the highest scoring tenderer in
accordance with the lowest fixed priced criteria.
Reasons for the decision:
A detailed Specification of requirements and
drawings were issued in December 2023 to eight suppliers and a
tender exercise was undertaken. Five compliant bids were received.
The bids were scored on a Most Economically Advantageous Tender
basis with a fixed price with M.A.C. (Roofing & Contracting)
Limited submitting the highest scoring tender.
This tender is within the proposed budget for the scheme which is
over £100K, but under £500K, therefore is not a key
decision.
The Council’s Contract procedure Rules (Standing Orders) set
out how contracts are to be awarded by the Council in accordance
with the Procurement Strategy requirements. The award will be
underpinned by a formal contract which will be drawn up by the
Council’s legal team.
Budget to fund the contract has been approved through the Schools
Capital Programme.
Appendix 1 sets out evaluation details of the tenders received.
Appendix 2 sets out the details of the tenders received and
contains exempt information as defined in Schedule 12A of the Local
Government Act 1972. It is in the public interest maintain the
confidentiality of Appendix 2 pursuant to Paragraph 3
‘Information relating to the financial or business affairs of
any particular person (including the authority holding the
information).’
Alternative options considered:
To do nothing with the fabric of the building
would lead to further deterioration to the building and the need
for further interior repairs to be undertaken. This would not be
cost effective as it would result in areas of the building being
taken out of use which would in turn affect future educational
requirement of the building. It would also introduce health and
safety risks to users and staff.
