The Director of Neighbourhood Services has approved the award of Alcoholic & Non-Alcoholic Beverages to LWC Drinks Ltd for 12 months with the option to extend by a further 12-month period. The estimated cost is £320,000.00. The purpose of the contract is to provide the Council with a compliant route to purchase both Alcoholic & Non-alcoholic beverages for resale at Council venues.

Reasons for the decision:
The Council requires the facility to compliantly purchase both Alcoholic & Non-alcoholic beverages for resale at Council Venues. This will enable the service to continue to generate a revenue stream for the Council. (the Services)
The services were commissioned utilising the Direct Award function via the TUCO Framework TUCO Ref: CAT11067-TU.
Awarded to LWC Drinks Ltd as the 1st Ranked supplier on Lot 5 One Stop Shop.
The financial value of this contract is estimated at £320,000.00, if the full term and extension option are utilised.
The contract will begin following approval on the 12/07/2024.
Alternative options considered:
Conducting an open tender exercise discounted due to savings on officer time and efficiencies unlikely to achieve a better commercial outcome and resource intensive.
Conducting a further competition via the above TUCO framework. The suppliers appointed to this framework have been through a compliant procurement process, during this process they were fully appraised on ability and commercial elements. The Councils current incumbent provided is Ranked 1st place on this lot considering both Price & Quality, therefore conducting a further competition is not likely to realise an improved outcome.
Therefore, these options were discounted.
