The Committee considered the report of the Chair of the Committee, updating on the progress and the activity proposed for this Committee in relation to its agreed Work Programme.

 

The Chair updated the Committee on the following:

 

·  Avoiding Hospital Admissions Task and Finish Group – evidence gathering was progressing well with several sessions already held. It was hoped to conclude evidence gathering by the end February.

·  Budget Scrutiny – Outcomes from the Budget Scrutiny Workshop held on 11 January would be reported to the Coordinating Committee on 16 February.

·  There will be a Focus on… Session with Wirral Community Trust on Wednesday 17 February at 5:30pm

·  The CQC report inspection of Cheshire and Wirral Partnership Trust resulted in a rating of ‘good’. This would be an item on the agenda for the next meeting of the Health & Care Performance Panel

 

A Member requested a future review to look at the implications of Modern Slavery Act. In particular, the Member requested that the obligations on Local Authority and partners be investigated. In response the Chair requested that a report on this issue be presented to a future meeting of the Committee.

 

The Chair indicated that the Ready for School Task & Finish Group had been established and the review was progressing well.

 

RESOLVED: That

 

(1)  the Work Programme be noted; and

 

(2)  the work programme be amended to add a report on the implications of the Modern Slavery Act and an update report on the housing needs of vulnerable people, in particular the impact of rent reductions.

The Committee considered the report of the Chair of the Committee, updating on the progress and the activity proposed for this Committee in relation to its agreed Work Programme.

 

The Chair updated the Committee on the following:

 

·  Safeguarding Review – Still to be completed. It was hoped that the report would be included on the Committee agenda of 19th January 2016

·  Avoiding Hospital Admissions Task and Finish Group – Progressing well with several sessions already held

·  Wirral Plan Workshops – Members were thanked for their attendance and outcomes of the workshop would be reported to the Coordinating Committee on 10 December 2015.

·   Budget Scrutiny – The Coordinating Committee to agree the appropriate form of budget scrutiny this year, in the run up to Cabinet on 23 February 2016 and the Council Budget meeting on 3 March 2016.

·  Still awaiting CQC reports for both Cheshire and Wirral Partnership Trust and Wirral University Teaching Hospital

·  Report requested from Healthwatch Wirral to a future meeting of the Health and Care Panel highlighting the concerns raised within their report regarding the assessment process for Continuing Healthcare.

 

The Chair also requested that Members nominate the membership for the Ready for School Task & Finish Group which was due to commence shortly. All nominations should be submitted to the Scrutiny Support Officer ASAP. 

 

RESOLVED: That

 

(1)  the Work Programme be noted;and

The Chair updated the Committee on the following:

 

·  Safeguarding Review – Still to be completed. It was hoped that the report would be included on the Committee agenda of 2nd November 2015.

·  Avoiding Hospital Admissions Task and Finish Group – First meeting has been held to discuss the scope of the review

·  Day Centre Report – Chair had suggested that a report regarding day centres and the establishment of Wirral Evolutions be added to the work programme for the P&P Committee.

 

A Member suggested that CRI the company commissioned to provided drug and alcohol services be requested to provide the Committee with an update on progress to date. 

 

 

RESOLVED:

 

That the Work Programme be noted.

The Chair highlighted that as the next meeting of the Committee scheduled for 20 April 2015 was due to be held during purdah, he proposed that the next meeting be brought forward and proposed that this meeting would now be held on 23 March 2015 at 6:00pm.

 

Resolved – That the next meeting of the Committee takes place on Monday 23 March 2015 at 6:00pm.

A meeting with the Chair, Vice-Chair and Spokespersons had been held to discuss the work programme and prioritise its workload; this would enable the agendas to be more manageable and enable the Committee to focus on the big issues.

 

In relation to reviews, it was reported that there would be reviews on Safeguarding and the future council budget options. The review on Domestic Violence would be undertaken as soon as practicable.

 

A Member requested that the Review on health inequalities be done as soon as possible.

The Committee considered the report of the Chair of the Committee, updating on the progress and the activity proposed for this Committee in relation to its agreed Work Programme.

 

The Chair indicated that the Committee needed to look at its workload and prioritise. Two sub-groups had now been established focusing on attainment and health & care performance.

 

The Chair indicated that she would be meeting with the Vice-Chair and Spokespersons to discuss the work programme and prioritise the workload; this would enable the agendas to be more manageable and enable the Committee to focus on the big issues.

 

Initially, there would be four spotlight sessions arranged which were as follows:

 

·  NHS framework

·  Care Act

·  Children and Families Act

·  Health Inequalities

 

In relation to reports it was suggested that those report for “noting” be circulated as hard copy and via email to Members and included on the agendas for future meetings only if Members felt it appropriate. Reports would be published and be noted as part of the Work Programme report.

 

RESOLVED: That

 

(1)  the Work Programme be noted;

(2)  the Chair and Vice-Chair and Group Spokespersons develop the work programme further and undertake the prioritisation work outlined within the report;

(3)  the proposed changes outlined in Paragraph 5 of the report to improve the effectiveness of the Committee be approved and that these changes be reviewed by the Committee in February 2015.

In relation to work programme items, the Committee agreed that the next review undertaken would be to look at Safeguarding Children; Members were asked to contact Alan Veitch if they wished to sit on this group.

 

In response, the following Members volunteered for the group; Councillors Stapleton, Brightmore, McLaughlin, Povall and Hornby

 

Councillor McLaughlin asked for a position statement in relation to anti-social behaviour with particular emphasis on youth.

 

In relation to the review to be undertaken regarding domestic violence, it was reported that this would now be undertaken at later date.

 

RESOLVED: That

 

(1)  a Task and Finish Group in relation to Safeguarding Children be added to the work programme to be the next review to be undertaken; and

 

(2)  the Director of Childrens Services be requested to provide a position statement in relation to anti social behaviour emphasising on youth.

 

(3)  Members of the previous Task and Finish Groups and Alan Veitch, Scrutiny Support officer be thanked for all their hard work.
