APPOINTMENT OF CHAIR

To appoint a Chair of the Panel.

Minutes:

Resolved - That Councillor Sue Taylor be appointed Chair for this meeting.

MEMBERS' CODE OF CONDUCT - DECLARATIONS OF INTEREST

Members are invited to consider whether they have any personal or prejudicial interests in connection with any of the items on this agenda and if so, to declare them and state what they are.

Minutes:

The Members on the Panel were invited to consider whether they had a personal or prejudicial in connection with any of the items on the agenda and, if so, to declare it and state the nature of that interest.

 

Councillor S Taylor declared a prejudicial interest in the application to consider the Street Collection (minute 28 post) by virtue of her being a trustee on the board of the Egg Run Committee.

 

Councillor J Salter declared an personal interest in the application to consider the Street Collection (minute 28 post) by virtue of being acquainted with the applicant.

 

Councillor J Salter also declared a prejudicial interest in the application of Mr TSFJ (minute 35 post) by virtue of being acquainted with the applicant’s mother.

The Director of Regeneration reported upon an application received from Graham Clarke for a Street Collection Permit on behalf of the Wirral Egg Run for Sunday 28 March 2010. The collection was to take place along the route of the Egg Run from New Brighton to Clatterbridge Hospital.


Mr Clarke attended the meeting and presented the application.

 

Resolved - That the application for a Street Collection Permit in respect of the Wirral Egg Run be granted.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act.

PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW - ETB

Minutes:

The Director of Regeneration reported upon an application received by Mr ETB to renew his Private Hire Driver’s Licence.   Mr ETB attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr ETB’s application to renew his Private Hire Driver’s Licence be approved with a warning that he must not permit any other person to drive his vehicle and with the following conditions:

 

  • Mr ETB must register and for the next appropriate training course by 2 April 2010 and subsequently complete the course.
  • Mr ETB must notify the Licensing Department immediately of any future convictions.

31.

HACKNEY CARRIAGE DRIVER LICENCE - WMC

Minutes:

The Director of Regeneration reported upon an application received by Mr WMC to consider whether he be allowed to continue to hold a Hackney Carriage Driver’s Licence.  Mr WMC attended the meeting together with his wife and presented his case to the Panel.

 

Resolved - That Mr WMC be allowed to continue to hold a Hackney Carriage Driver’s Licence with the condition that he must register to undertake the NVQ by 2 April 2010.

32.

PRIVATE HIRE DRIVER LICENCE - APPLICATION - ASC

Minutes:

The Director of Regeneration reported upon an application received by Mr ASC for the grant of a Private Hire Driver’s Licence.  Mr ASC attended the meeting and explained the circumstances of his convictions and caution.

 

Resolved - That Mr ASC’s application for the grant of a Private Hire Driver’s Licence be approved subject to passing the necessary medical examination and completion of the BTEC and knowledge test.  Mr ASC was also notified that he must notify the Licensing Department immediately if he incurred any further convictions.

33.

PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW - CGG

Minutes:

The Director of Regeneration reported upon an application received by Mr CGG to renew his Private Hire Driver’s Licence.  Mr CGG attended the meeting and explained the circumstances of his convictions.

 

Mr CGG requested that the consideration of this matter be adjourned in order that he may seek appropriate legal representation.

 

Resolved -

 

(1)  That Mr CGG’s request for an adjournment of this hearing be agreed and that this matter be considered in July 2010.

 

(2)  That Mr CGG’s request for the immediate suspension notice to be lifted be refused and that the suspension be upheld in the interest of public safety.

PRIVATE HIRE DRIVER LICENCE - APPLICATION - FGH

Minutes:

The Director of Regeneration reported upon an application received by Mr FGH for the grant of a Private Hire Driver’s Licence.  Mr FGH attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr FGH’s application for the grant of a Private Hire Driver’s Licence be approved.

PRIVATE HIRE DRIVER LICENCE - APPLICATION - TSFJ

Minutes:

The Director of Regeneration reported upon an application received by Mr TSFJ for the grant of a Private Hire Driver’s Licence.  Mr TSFJ attended the meeting.

 

Resolved - That Mr TSFJ’s application for the grant of a Private Hire Driver’s Licence be granted with a warning as to his future conduct regarding dishonesty.

36.

The Director of Regeneration reported upon an application received by Mr BWM for the grant of a Hackney Carriage Driver’s Licence.  Mr BWM attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr BWM’s application for the grant of a Hackney Carriage Driver’s Licence be approved.

Minutes:

The Director of Regeneration reported upon an application received by Mr WAM for the grant of a Private Hire Driver’s Licence.  Mr WAM did not attend the meeting.

 

Resolved - That Mr WAM be instructed to attend a future meeting of the Panel should he wish to pursue his application.
