Resolved – That Councillor S Taylor be appointed Chair for this meeting.

The Director of Regeneration reported upon an application received to re-license a Ford Mondeo, registration number X696 HNA, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been re-licensed for a further six months on two previous occasions. It had been licensed as a private hire vehicle since 9 May 2003, and had passed the compliance test necessary for a further licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application for a Private Hire Vehicle Licence in respect of a Ford Mondeo vehicle, registration number X696 HNA be granted for a further six months due to the exceptional condition of the vehicle.

The Director of Regeneration reported upon an application received to re-license a Peugeot, registration number X729 TUA, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been re-licensed for a further six months on two previous occasions. It had been licensed as a private hire vehicle since 1 June 2006, and had passed the compliance test necessary for a further licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application for a Private Hire Vehicle Licence in respect of a Peugeot, registration number X729 TUA be granted for a further six months due to the exceptional condition of the vehicle.

 

 

 

5.

OVER-AGE VEHICLE - FORD GALAXY, REGISTRATION NUMBER Y634 UEN pdf icon PDF 44 KB

The Director of Regeneration reported upon an application received to re-license a Ford Galaxy, registration number Y634 UEN, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been re-licensed for a further six months on two previous occasions. It had been licensed as a private hire vehicle since 4 June 2004, and had passed the compliance test necessary for a further licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application for a Private Hire Vehicle Licence in respect of a Ford Galaxy vehicle, registration number Y634 UEN be refused. Members further resolved however, that subject to completion of the necessary list of works identified by them during the inspection of the vehicle ,that  the applicant be invited to re submit this vehicle for a further inspection to ensure that the works identified have been completed to the required standard, and that the Chair (Councillor Taylor) and Councillor Salter be given delegated authority upon resubmission to re determine the application and to grant or refuse the same if appropriate.

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act.

PRIVATE HIRE DRIVER LICENCE - CONVICTION INCURRED - SRL

Minutes:

The Director of Regeneration requested the Panel to consider whether Mr SRL was a fit and proper person to continue to hold a Private Hire Driver Licence. Mr SRL attended the meeting and explained the circumstances of his convictions.

 

Resolved  That Mr SRL be allowed to continue to hold a Private Hire Driver Licence but that he be issued with a warning as to his future conduct.

 

8.

PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW - AJL

Minutes:

The Director of Regeneration reported upon an application received from Mr AJL for the renewal of a Private Hire Driver Licence. Mr AJL attended the meeting and explained the circumstances of his convictions.

 

Resolved - That the application from Mr AJL for the renewal of a Private Hire Driver Licence, be approved.

 

9.

HACKNEY CARRIAGE DRIVER LICENCE - APPLICATION TO RENEW - DJD

Minutes:

The Director of Regeneration reported upon an application received from Mr DJD for the renewal of a Hackney Carriage Driver Licence. Mr DJD attended the meeting and explained the circumstances of his convictions.

 

Resolved -That, after consideration of the application and the representations made by Mr DJD, the application for the renewal of his Hackney Carriage Driver Licence be refused, as due to the nature of the convictions recorded against Mr DJD, he was not considered to be a fit and proper person.

The Licensing Panel considered the proportionality principle under the Human Rights Act 1998 and considered that in view of the nature of public hire work, the protection and safety of the public was paramount.

PRIVATE HIRE DRIVER LICENCE - APPLICATION - BMD

The Director of Regeneration reported upon an application received from Mr BMD for the grant of a Private Hire Driver Licence. Mr BMD attended the meeting and explained the circumstances of his convictions.

 

Resolved - That the application from Mr BMD for the grant of a Private Hire Driver Licence, be approved.
