Members of the Panel were asked to declare any disclosable pecuniary and non pecuniary interests in connection with any application on the agenda and state the nature of the interest.

 

No such declarations were made.

PRIVATE HIRE VEHICLE LICENCE APPLICATION pdf icon PDF 90 KB

Minutes:

The Assistant Chief Executive reported on an application received to re-licence a Ford Mondeo, registration number BD06 AUA, beyond the normal over-age date for a licensed private hire vehicle.  The date of first registration of the vehicle was 15 May 2006.  It had been licenced as a private hire vehicle since 26 September 2011 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which Members inspected. 

 

Members considered the representations made and decided to act outside of their Policy on this occasion. 

 

Resolved – That the application to re-licence the Ford Mondeo, registration number BD06 AUA, be granted for a further six months.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW (CLI)

Minutes:

The Assistant Chief Executive reported upon an application from Mr CLI to renew his Private Hire Driver Licence. 

 

Mr CLI attended the meeting and made representations in respect of his application to renew his Private Hire Driver Licence. 

 

Members gave due consideration to Mr CLI’s representations. 

 

Members had due regard to their Policy in considering this matter.

 

Resolved - That Mr CLI’s application for the renewal of his Private Hire Driver Licence be refused.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (ARB)

Minutes:

The Assistant Chief Executive reported upon an application received by Mr ARB for the grant of a Private Hire Driver Licence. 

 

Mr ARB attended the meeting and made representations in respect of his application for the grant of a Private Hire Driver Licence.

 

Members gave due consideration to Mr ARB’s representations and the nature of the convictions recorded against him.  Members had due regard to their Policy, however after careful consideration of the representations made, exercised their right to consider each case on its own merits and, on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved – That Mr ARB’s application for the grant of a Private Hire Driver Licence be approved.

 

Councillor Davies left the room.  Councillor Roberts took the Chair.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (MIM)

Minutes:

Councillor B Davies declared an interest and did not take part in proceedings.  Councillor Roberts took the Chair.

 

The Assistant Chief Executive reported upon an application received from Mr MIM for the grant of a Private Hire Driver Licence.

 

Mr MIM attended the meeting and made representations in respect of his application for the grant of a Private Hire Driver Licence. 

 

Members gave due consideration to Mr MIM’s representations and the nature of the convictions recorded against him.  Members had due regard to their Policy, however after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved – That Mr MIM’s application for the grant of a Private Hire Driver Licence be approved.

Minutes:

Councillor Davies declared an interest and left the room.  Councillor Roberts took the Chair.

 

The Assistant Chief Executive reported upon an application received from Mr CO for the grant of a Private Hire Driver Licence.

 

Mr CO attended the meeting and made representations in respect of his application.

 

Members considered the representations made by Mr CO regarding the nature and number of his convictions.  Members had regard to their Policy, in particular paragraphs 6.1 and 11.1, and on this occasion were not persuaded to act outside of their Policy.

 

Resolved – That Mr CO’s application for the grant of a Private Hire Driver Licence be refused.

Councillor Davies retook the Chair.

 

The Assistant Chief Executive reported upon an application by Mr DS for the grant of a Private Hire Driver Licence.

 

Mr DS attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr DS’ representations and the nature of the convictions recorded against him.
