Members of the Panel were asked to declare any disclosable pecuniary and non-pecuniary interests in connection with any application on the agenda and state the nature of the interest.

 

No such declarations were made.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - FORD GALAXY, REGISTRATION NUMBER AJ55 YMG pdf icon PDF 90 KB

Minutes:

The Assistant Chief Executive reported upon an application to re-license a Ford Galaxy, registration number AJ55 YMG, beyond the normal over-age date for a licensed private hire vehicle. 

 

The vehicle had been licensed as a private hire vehicle since 20 March 2014 and the current licence had been due to expire on 5 July 2016, however it had been extended to the date of the meeting.  It had passed the compliance test necessary for a licence to be issued.

 

The vehicle was presented at the meeting, which Members of the Panel inspected.

 

RESOLVED:

That the application to re-licence the Ford Galaxy, registration number AJ55 YMG be granted for a further six months subject to a Condition Notice being issued stating that some rust spots must be removed.

 

 

18.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

19.

PRIVATE HIRE DRIVER LICENCE - CONVICTION (PJW)

Minutes:

The Assistant Chief Executive submitted a report for Members to consider whether Mr PJW should continue to hold a Private Hire Driver Licence. Mr PJW attended the meeting and made representations regarding the nature and number of his convictions.

 

Members had due regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion Members were persuaded to act outside of their Policy in determining their application.

 

RESOLVED:

That -

(1) Mr PJW be allowed to continue to hold a Private Hire Driver Licence.

(2) Mr PJW be given a written warning as to his future conduct.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (AJ)

Minutes:

The Assistant Chief Executive reported upon an application to consider whether Mr AJ should be granted a Private Hire Driver Licence.  Mr AJ attended the meeting.

 

Mr AJ responded to questions from the Panel and Mr K Abraham, Legal Advisor.

 

Members had due regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion Members were persuaded to act outside of their Policy in determining their application.

 

RESOLVED:

That Mr AJ’s application for a Licence be granted for 12 months.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (RCL)

Minutes:

The Assistant Chief Executive reported upon an application received by Mr RCL for the grant of a Private Hire Driver Licence. Mr RCL attended the meeting and made representations in respect of his application for a Private Hire Driver Licence.

 

Members gave due consideration to Mr RCL’s representations and the nature of the convictions recorded against him.

 

Members had due regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion Members were persuaded to act outside of their Policy in determining their application.

 

RESOLVED:

That Mr RCL’s application for the grant of a Private Hire Driver Licence be approved.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (PLH)

Minutes:

The Assistant Chief Executive reported upon an application received by Mr PLH for the grant of a Private Hire Driver Licence. Mr PLH attended the meeting and made representations in respect of his application for a Private Hire Driver Licence.

 

Members gave due consideration to Mr PLH’s representations and the nature of the convictions recorded against him.

 

Members had due regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion Members were persuaded to act outside of their Policy, in particular paragraph 8.3, in determining their application.

 

RESOLVED:

That Mr PLH’s application for the grant of a Private Hire Driver Licence be approved.
