Members of the Panel were asked to declare any disclosable pecuniary and non pecuniary interests in connection with any application on the agenda and state the nature of the interest.

 

No such declarations were made.

APPLICATION TO LICENSE A FORD TOURNEO ECLIPSE AS A PRIVATE HIRE VEHICLE pdf icon PDF 99 KB

Minutes:

The Assistant Chief Executive reported on an application received to licence a Ford Tourneo Eclipse as a Private Hire Vehicle.

 

Members were advised that the vehicle was a conversion of a standard Ford Tourneo which included coloured floor lighting and the fitting of a table in the rear of the vehicle.

 

The owner of the vehicle was present at the meeting with his vehicle which Members of the Panel inspected.

 

Further to the inspection of the vehicle, Members were advised that the configuration of the seating had been modified.

 

Resolved - That the application to licence a Ford Tourneo Eclipse as a Private Hire Vehicle be deferred pending further documentary evidence that the safety of the vehicle had not been compromised subsequent to its modification.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - CITROEN PICASSO, REGISTRATION NUMBER SL56 OEA pdf icon PDF 90 KB

Minutes:

The Assistant Chief Executive reported on an application received to re-license a Citroen Picasso, registration number SL56 0EA, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been licensed as a private hire vehicle since 6 January 2016. The vehicle had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Members considered the representations made and decided to act outside of their Policy on this occasion.

 

Resolved – That the application to re-licence the Citroen Picasso, registration number SL56 0EA be granted for a further six months subject to the vehicle licence plate being attached to the vehicle in line with the conditions of a Private Hire Vehicle Licence and a further inspection of the vehicle be undertaken by a Licensing Officer.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - CITROEN C5, REGISTRATION NUMBER HY56 JVV pdf icon PDF 90 KB

The Assistant Chief Executive reported on an application received to re-license a Citroen C5, registration number HY56 JVV, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been licensed as a private hire vehicle since 21 July 2015 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Members considered the representations made and decided to act outside of their Policy on this occasion.

 

Resolved – That the application to re-licence the Citroen C5, registration number HY56 JVV be granted for a further six months.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - VAUXHALL VECTRA, REGISTRATION NUMBER DY56 FGC pdf icon PDF 90 KB

Minutes:

The Assistant Chief Executive reported on an application received to re-license a Vauxhall Vectra, registration number DY56 FGC, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been licensed as a private hire vehicle since 17 August 2016 and had passed the compliance test necessary for a licence to be issued.

 

This application had been withdrawn prior to the hearing.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - VAUXHALL VECTRA, REGISTRATION NUMBER DV56 GJJ pdf icon PDF 90 KB

The Assistant Chief Executive reported on an application received to re-license a Vauxhall Vectra, registration number DV56 GJJ, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been licensed as a private hire vehicle since 27 November 2015 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Members considered the representations made and decided to act outside of their Policy on this occasion.

 

Resolved – That the application to re-licence the Vauxhall Vectra, registration number DV56 GJJ be granted for a further six months subject to:

 

·  the nearside indicator being repaired;

·  the tyres being replaced; and

·  the door signs be replaced.

34.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (PAF)

Minutes:

The Assistant Chief Executive reported upon an application received by Mr PAF for the grant of a Private Hire Driver Licence.  Mr PAF attended the meeting and made representations in respect of his application for a Private Hire Driver Licence.

 

Members considered the representations made by Mr PAF regarding the nature of his convictions as well as other material information relevant to his application.  Members had regard to their Policy and on this occasion were not persuaded to act outside their Policy.

 

Members applied the principle of proportionality enshrined within the Human Rights Act 1998 and considered that the protection and safety of members of the public was of paramount concern.

 

Resolved (4:2) - That Mr PAF’s application for the grant of a Private Hire Driver Licence be refused.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (IPM)

Minutes:

The Assistant Chief Executive reported upon an application received by Mr IPM for the grant of a Private Hire Driver Licence.  Mr IPM attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr IPM’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved – That Mr IPM’s application for the grant of a Private Hire Driver Licence be approved.

Minutes:

The Assistant Chief Executive reported upon an application received by Mr TM for the grant of a Private Hire Driver Licence.  Mr TM attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr TM’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved – That Mr TM’s application for the grant of a Private Hire Driver Licence be approved.
