No such declarations were made.

Minutes:

The Managing Director for Delivery reported that an application had been made for a Street Collection Permit from Maxine Williams on behalf of the Rotary Club of Birkenhead during the ‘Birkenhead Loves Christmas! Christmas Lights Switch On’ on Friday 25 November 2016.

 

As the request was for a permit for a street collection on a Friday, the application could not be determined under delegated powers.

 

Resolved – That the application for a Street Collection Permit in respect of the Rotary Club of Birkenhead be granted.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

 

Minutes:

PRIVATE HIRE DRIVER LICENCE - APPLICATION (DRH)

Minutes:

The applicant had requested that this matter be adjourned prior to the hearing.

 

Resolved – That the applicant be requested to attend the meeting of this Panel scheduled to be held on 9 December 2016, should he wish to pursue his application in respect of a Private Hire Driver’s Licence.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (RDS)

Minutes:

The Managing Director for Delivery reported upon an application received by Mr RDS for the grant of a Private Hire Driver Licence. Mr RDS attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr RDS’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved – That Mr RDS’s application for the grant of a Private Hire Driver Licence be approved.

The Managing Director for Delivery reported upon an application received by Mr LS for the grant of a Private Hire Driver Licence. Mr LS attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr LS’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

Resolved (4:0) (with one abstention) – That Mr LS’s application for the grant of a Private Hire Driver Licence be approved.

Minutes:

The Managing Director for Delivery reported upon an application received by Mr CT for the grant of a Private Hire Driver Licence. Mr CT attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr CT’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

The meeting adjourned at 10.55 am to mark the two minute silence for Remembrance Day at 11am.

 

The meeting reconvened at 11.05 am.

 

Resolved – That Mr CT’s application for the grant of a Private Hire Driver Licence be approved.
