PRIVATE HIRE VEHICLE LICENCE APPLICATION - TOYOTA AVENSIS, REGISTRATION NUMBER NM06 ZDN pdf icon PDF 91 KB

Minutes:

The Managing Director for Delivery reported upon an application to license a Toyota Avensis, registration number NM06 ZDN, beyond the normal over-age date for a licensed private hire vehicle.  The date of first registration of the vehicle was 10 August 2006.  It had been licensed as a private hire vehicle since 21 May 2014 and the current licence was due to expire on 10 February 2017, though it had been extended to the date of the meeting.  The vehicle had passed the compliance test necessary for a licence to be issued.

 

RESOLVED – That the application to license the Toyota Avensis, registration number NM06 ZDN, be granted for a further six months, subject to new seat covers being fitted on the rear seating.

APPLICATION TO LICENSE A FORD TOURNEO AS A HACKNEY CARRIAGE VEHICLE pdf icon PDF 91 KB

Minutes:

The Managing Director for Delivery reported upon an application to license a Ford Tourneo, long wheelbase model, as a Hackney Carriage vehicle.

 

At a meeting of the Licensing Panel on 26 February 2016, Members considered an application to license a Ford Tourneo, short wheelbase model, as a Hackney Carriage Vehicle.  Members resolved to approve the application to license a Ford Tourneo, short wheelbase model.  Members further resolved that should an application be received to license a Ford Tourneo, long wheelbase model, the first application for this model must be referred to the Licensing Panel.

 

The vehicle had European Whole Vehicle Type Approval to M1 requirements and had been issued with a Vehicle Certification Agency (VCA) certificate.

 

The vehicle was brought to the meeting by a representative, which members of the Panel inspected.

 

RESOLVED:

That the application to licence the Ford Tourneo as a Hackney Carriage Vehicle be approved.

The Managing Director for Delivery reported upon an application from Mr SJ to relicense a Citroen Picasso, registration number MV07 VXX, for use as a licensed private hire vehicle.

 

The owner of the vehicle was present at the meeting along with his vehicle, which Members of the Panel inspected

 

RESOLVED:

That, subject to the repairs identified being carried out, the application to relicense a Citroen Picasso, registration number MV07 VXX, be granted.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE AND HACKNEY CARRIAGE DRIVER LICENCE - APPLICATIONS (MCMcC)

Minutes:

The Managing Director for Delivery reported upon an application from Mr MCMcC for the grant of a Private Hire and Hackney Carriage Driver Licence.  Mr MCMcC attended the meeting and made representations in respect of his application.

 

Members considered the representations made by Mr MCMcC regarding the nature of his convictions as well as other material information relevant to his convictions.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application.

 

RESOLVED:

That Mr MCMcC’s application for the grant of a Private Hire and Hackney Carriage Driver Licence be approved.

SCHOOL CONTRACT PRIVATE HIRE DRIVER LICENCE - APPLICATION (BAC)

Minutes:

The Managing Director for Delivery reported upon an application from Mr BAC for the grant of a School Contract Private Hire Driver Licence to undertake work in accordance with a contract issued by the Director of Children and Young Peoples Department to transport children to and from educational establishments.  Mr BAC attended the meeting and made representations.

 

Members considered the representations made by Mr BAC regarding the nature of his conviction as well as other material relevant to his application. 

 

RESOLVED:

That Mr BAC be granted a School Contract Private Hire Driver Licence, for a period of 1 year, subject to the completion of a satisfactory medical.

PRIVATE HIRE AND HACKNEY CARRIAGE DRIVER LICENCE - APPLICATIONS (PMcC)

Minutes:

The Managing Director for Delivery reported upon an application from Mr PMcC to consider whether he should be granted a Private Hire and Hackney Carriage Driver Licence.

 

Mr PMcC responded to questions from the Panel. 

 

RESOLVED:

That Mr PMcC’s application for a Private Hire and Hackney Carriage Licence be granted.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (SJ)

Minutes:

The Managing Director for Delivery submitted a report for Members to consider whether Mr SJ should continue to hold a Private Hire Driver Licence.  Mr SJ attended the meeting and made representations in regard to his convictions.

 

Members considered the representations made by Mr SJ regarding the nature of his convictions. 

 

RESOLVED:

That Mr SJ’s Private Hire Driver Licence be revoked with immediate effect.

PRIVATE HIRE AND HACKNEY CARRIAGE DRIVER LICENCE - APPLICATIONS (LJM)

Minutes:

The Managing Director for Delivery reported upon an application from Mr LJM for the grant of a Private Hire and Hackney Carriage Driver Licence. 

 

Members gave due consideration to Mr LJM’s representations and exercised their rights to consider each case on its individual merits.

 

RESOLVED:

That Mr LJM be granted a Private Hire and Hackney Carriage Driver Licence.
