EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

 

Minutes:

PRIVATE HIRE DRIVER LICENCE (IGR)

Minutes:

The Corporate Director for Business Management submitted a report for Members to consider whether Mr IGR should continue to hold a Private Hire Driver Licence. Mr IGR attended the meeting and made representations, accompanied by a friend.

 

Members considered carefully the representations and explanations made by Mr IGR regarding the complaint against him.  The Panel also considered evidence from other witnesses, as well as recordings of telephone calls made at the time.  Members questioned Mr IGR in detail and considered his responses at length. 

 

In determining the matter Members also gave serious consideration to the evidence presented and to their overriding responsibility in respect of the protection and safety of the public.  The Panel applied the principle of proportionality enshrined within the Human Rights Act 1998 and considered that in seeking to ensure the legitimate aim of the protection of the public, the decision made to revoke the licence with immediate effect was justified in the circumstances.

 

Resolved – That, in the interests of public safety, Mr IGR’s Private Hire Driver Licence be revoked with immediate effect.

PRIVATE HIRE DRIVER LICENCE (SJB)

Minutes:

The Corporate Director for Business Management reported upon an application received by Mr SJB for the grant of a Private Hire Driver Licence.  Mr SJB could not attend the meeting.

 

Resolved – That Mr SJB be invited to attend a future meeting of the Licensing Panel should he wish to pursue his application.

The Corporate Director for Business Management submitted a report for Members to consider whether Mr AH should continue to hold a Private Hire Driver Licence. Mr AH attended the meeting and made representations.
