Councillor Ian Lewis declared a personal interest in the item, ‘Wallasey Constituency Committee Budget and Spend’ and Christmas Lighting by virtue of his involvement with the community group, Wallasey Village People.
Councillor Chris Blakeley declared a personal interest in the item, ‘Wallasey Constituency Committee Budget and Spend’ and Christmas Lighting by virtue of his support for the Moreton Community lights.

Wallasey Constituency Committee Budget and Spend PDF 109 KB Minutes: Further to minute 7 (6/7/17), the Constituency Manager introduced a report which set out recommendations relating to the available spend for the Constituency Committee.
At the Constituency Committee on 6 July 2017, it was agreed that a smaller group of elected members would meet to discuss options for the Committee’s available spend and their recommendations be brought back to this Committee meeting.
On Monday, 17 July 2017, Councillors Mooney, Spriggs and Lewis met to discuss the funding available to the Committee and agreed that the following recommendations be put to the Committee:
1. The Committee reduces the balance of its Problem Solving Fund from £13,340 to £10,000. The £3,340 is added to its core budget underspends (see recommendation 2).
2. The Committee allocates its core budget underspends of £8,691 together with the amount transferred from its Problem Solving Fund (£3,340), totalling £12,031, to support communities with Christmas lighting this festive season.
This would be co-ordinated by the Constituency Manager and facilitated by local traders’ associations and community groups where they existed. The indicative spend per location was outlined below; this is based on previous lighting installations facilitated by the Committee as reported on 6 July 2017.

It would be made clear to local groups that it was unlikely that funding would be available from the Constituency Committee in future years and efforts should therefore be made to fundraise for festive lighting from 2018 onwards, where not already being undertaken.
Councillors Chris Jones, Paul Stuart and Adrian Jones expressed their disappointment that the funding available could not be better used where there was perhaps greater need, as mentioned at the last meeting.
The Chair referred to the Problem Solving Fund which was available for spend of up to £500 and which could be used to fund pressing matters if suitable requests were received. The Chair also suggested that in 2018 the Committee could perhaps consider funding for a larger one-off project, subject to further funding being allocated to the Constituency Committees.
On a motion by the Chair, duly seconded, it was –
Resolved (8:0) (Three abstentions) –
(1) That the Committee reduces the balance of its Problem Solving Fund from £13,340 to £10,000. The £3,340 be added to its core budget underspends (see (2) below).
(2) That the Committee allocates its underspends of £8,691 together with the amount transferred from its Problem Solving Fund (£3,340), totalling £12,031, to support communities with Christmas lighting this festive season.
