Integrated Transport Block Capital Programme Fund 2014/15

Minutes:

Members noted the contents of the report that had been presented to a previous meeting of the Working Group which set out details of the Integrated Transport Block Capital Programme (2014/15) funding.

 

The Chair explained that the purpose of this meeting was for Members to identify all road safety works that they wanted officers to assess for feasibility and estimate cost. Members were made aware that they could include potential schemes already on the list. (List A)

 

David Rees, Road Safety Manager informed members that once a new list has been constructed he would provide Members with costings at a future meeting of the working group (1 October 2014).

 

A Member questioned road maintenance works that had been planned but had not been undertaken because of delays with utility companies and queried whether these issues could be added back onto the list.

 

Chris Jones, Deputy Contracts Manager responded by reminding Members that the list could be adapted by their suggestions but it would depend on the issue as to whether items delayed by utility companies would be added back onto this list.

 

The Chair invited Members to pass suggestions on from each of the six wards. These were then summarised as follows:

  • Corner Marlowe Road, approached from Mill Lane – Request for ‘Slow Down’ Automated Sign

 

  • St Alban’s Road outside St Alban’s Primary School – crossing needed

 

  • Rake Lane – Difficulties with crossing near to Egerton Grove and Zig Zag Road

 

 

 

 

LEASOWE/ MORETON EAST – ANITA LEECH/RON ABBEY/ TREENA JOHNSON

 

  • Castleway North and South Junction – There have been some near miss accidents – request for right of way markings

 

  • Wakefield Drive– Request for dropped kerbs as there are currently very few

 

  • Pine Tree Grove – Request for dropped kerb

 

  • Kellett Road – flooding of footway*

 

  • Glebelands Road – paving stones uneven need levelling*

 

  • Blackheath Road – physical traffic calming required

 

  • Area bounded by Sandbrook Lane and Hoylake Road – requires 20 mph zone by signs

 

  • Franklin Road – outside no 32 – flooding*

 

  • Sunfield Road – car park uneven causing difficulty for wheelchair user(s)

 

*may be road maintenance issues rather than road safety

Request for speed indicator devices in priority order:

  • Roundabout by Traveller’s Inn (Rowson Street) – road sinking*

  • Claremount Road, Nr St George’s School – extensive investigations already undertaken

 

  • Taunton Road and Sandy Lane – request for dropped kerbs

 

·  Farndon Avenue – Dropped kerbs are in poor condition and need to be ‘made good.’

 

 

David Rees informed Members that in addition to Member suggestions he would provide costings for white lines at New Brighton Prom following a request from Merseyside Police following an incident in the area.

 

David Rees stated that the revised list would also include his proposal that Members might wish to consider funding the modification of existing vehicle activated speed warning signs with a data card, so that Police Officers could continue to effectively target times of day that they were activated and particular problem areas. Members were informed that the cost was £1,000 per existing automated sign to provide conversion to data card.

 

A Councillor queried whether the existing signs would continue to work without this ‘upgrade’; it was confirmed that they would , however, they would not be able to provide data.

 

By a general consensus it was then –

 

Resolved –

 

(1)  That Members provide any additional locations they wished to be considered for road safety works ( not already identified at the meeting), to the Constituency Manager by 5pm on 27 August 2014;

(2)  That Officers feed back their findings (i.e. assessment of feasibility and estimated costs) at the meeting of the Constituency Committee Working Group on 1 October 2014 and the Working Group either agrees which scheme will be funded or makes recommendations t the Wallasey Constituency Committee of the allocation of this spend ( subject to the number of Elected Members present).
