Minutes:
The Constituency Manager reported upon the details of a number of applications which had which had been made to the Your Wirral Fund.
Councillor C Blakeley raised queries regarding who carried out the evaluation of the application forms against the criteria set. The Constituency Manager confirmed that she carried out the evaluation. Cllr C Blakeley suggested that in future this be carried out by more than one person.
Councillor C Blakeley asked whether the number of people who benefitted from each group’s bid would be from Wallasey Constituency only. The Constituency Manager confirmed that the people benefitting would predominately be from the Wallasey Constituency. Councillor C Blakeley recommended using postcodes to identify the location of each group/organisation for future applications.
Members considered and determined each proposal separately. The decisions are summarised in Appendix 1.
1. Stick ‘n’ Step

The Chair outlined details of the project.
Councillor R Abbey recommended that Stick ‘n’ Step be awarded £400, rather than the full amount of £1,200, due to concerns regarding funding for advertising.
Emma Degg stated that if the group was awarded £400, instead of the full amount, then they would be offered support from the Press Office.
The motion to provide £400, instead of £1200 was put and lost (5:7)
Resolved - That the full amount of £1,200 be awarded to Stick ‘n’ Step.
2. Striding Out CIC

The Chair outlined details of the project.
Members raised concerns regarding the funding breakdown down costs.
Resolved –
(1) That the Constituency Manager seek further information from the Council’s Skills Team (Lifelong Learning) to establish whether this project would address a gap in service delivery.
(2) That the decision on the bid be referred to Wallasey Constituency Committee on 23 October 2014.
3. Wallasey Cricket Club

The Chair outlined details of the project.
Councillor R Abbey recommended that Wallasey Cricket Club be awarded half of their requested bid of £2,500 and instead be awarded £1,250 on the basis that the funding was solely for the purchase of a motor mower.
The motion to provide £1,250, instead of £2,500 was put and won (8:3).
Resolved - That £1,250 be awarded to Wallasey Cricket Club.
4. New Brighton Baptist Church

The Chair outlined details of the project.
Members raised concerns about the funding that the project had already secured.
Resolved - That the New Brighton Baptist Church be awarded £2,500, subject to enquiries by the Constituency Manager that the bid complies with the Terms and Conditions.
5. New Brighton Gymnastics Club

Members discussed the details of the project.
Resolved - That £2,365 be awarded to New Brighton Gymnastics Club.
6. Amy and Friends

The Chair outlined details of the project.
Councillor L Fraser questioned whether Amy and Friends could use the funding for rent.
The Constituency Manager confirmed that this bid complied with the Terms and Conditions.
Resolved - That £2,500 be awarded to Amy and Friends.
7. The Open Door Centre

Members discussed the details of the project.
Resolved - That £2,476 be awarded to The Open Door Centre.
8. St Nicholas with All Saints Church Community Centre

Resolved - That £2,500 be awarded to St Nicholas with All Saints Church Community Centre.
9. Wallasey Sea Cadets

Resolved - That £2,500 be awarded to Wallasey Sea Cadets.
10. Moreton Community Lights Association

Members discussed the details of the project.
Councillor R Abbey stated that traders should be more supportive and should help provide Christmas Lights to the community.
Councillor C Blakeley agreed with Councillor R Abbey and reaffirmed the need to have Christmas lights.
Councillor C Blakeley thanked Angela for all of her hard work and commitment in helping to secure Christmas lights from traders in the past.
Resolved - That £2,500 be awarded to Moreton Community Lights Association.
11. China Sprit UK CIC

The Chair outlined details of the project.
Members raised concerns with regards to the funding potentially being used as a salary supplement for a Kung Fu Instructor.
The Chair asked if there were any representatives from the group in attendance who could clarify these concerns.
A representative from the group confirmed that the funding would be used as a sessional payment.
Emma Degg clarified that sessional payments were not classed as a salary and therefore the bid could not be disallowed on this basis.
Resolved - That £2,500 be awarded to China Spirit UK CIC.
12. 4th Moreton Scout Group

Members discussed the details of the project.
The motion to provide £2,500 to 4th Moreton Scout Group was put and won (6:2).
Resolved - That £2,500 be awarded to 4th Moreton Scout Group.
13. Mersey Counselling and Therapy Centre

Members discussed the details of the project.
Resolved - That £2,500 be awarded to Mersey Counselling and Therapy Centre.
14. Liscard Ladies 8 to 10

Members discussed the details of the project.
Councillor R Abbey proposed that Liscard Ladies be awarded £880 of their requested bid, on the basis that the funding breakdown costs revealed that £1,620 of the funding was to be used for a Christmas night out and a Spring and Summer outing.
Councillor J Williamson proposed that Liscard Ladies be awarded £1000 of their requested bid to provide them with some funding towards their outings.
The motion to provide £1,000 to Liscard Ladies 8 to 10 was put and won (9:2).
Resolved - That £1,000 be awarded to Liscard Ladies 8 to 10.
15. Seacombe Amateur Boxing Club

Members discussed the details of the project.
Resolved - That £2,500 be awarded to the Seacombe Amateur Boxing Club.
16. Bidston Sports Ability

Members discussed the details of the project.
Members were concerned that the bid did not demonstrate how residents within Wallasey Constituency would benefit.
Councillor L Fraser reiterated that postcodes would be useful in this situation to distinguish which constituency organisations would fall under.
Resolved - That this bid be rejected.
17. Leasowe Early Years Allotment Plot

Resolved - That £2,500 be awarded to the Leasowe Early Years Allotment Plot.
18. Wallasey Junior Football League

Members discussed the details of the project.
Resolved - That £2,368 be awarded to the Wallasey Junior Football League.
19. SS Peters Church New Brighton

Members discussed the details of the project.
Resolved - That £2,500 be awarded to the SS Peters Church New Brighton.
20. Wallasey Folk & Acoustic Club
Members discussed the details of the project.
Resolved - That £1,406 be awarded to the Wallasey Folk & Acoustic Club
21. Momentary Arts Project
Members discussed the details of the project.
Councillor L Fraser stated that Mount Primary School should fund the project, rather than the Council and questioned the breakdown costs for volunteers.
A representative from the group clarified that the volunteer costs were for providing volunteers with transport costs, to enable anybody to volunteer.
Councillor C Blakeley recommended that Mount Primary School should be provided with £2000 on the basis that the School should fund the professional artist costs.
Members discussed C Blakeley’s proposal and argued that the children would benefit from working with a professional artist.
The motion to provide £2,000, instead of £2,500 to Momentary Arts Project was put and lost (2:7).
Councillor L Fraser stated that she would have rejected the bid.
Resolved - That £2,500 be awarded to the Momentary Arts Project.
22. Active Citizen Wirral Association

Members discussed the details of the project.
Resolved - That £1,401.11 be awarded to the Active Citizen Wirral Association.
23. West Wirral Boys Club

Members discussed the details of the project and questioned whether the Boys Club were a part of the West Wirral Constituency.
The Constitution Manager clarified that the Boys Club was located in Moreton and was therefore part of the Wallasey Constituency.
Resolved - That £1,984 be awarded to the West Wirral Boys Club.
24. Sandbrook Community Centre

Members discussed the details of the project.
Resolved - That £2,350 be awarded to the Sandbrook Community Centre.
25. The Great Escape

Members discussed the details of the project.
Councillor C Blakeley questioned whether the project was based in Wallasey.
A representative from the group clarified that they were based in the Wallasey Constituency.
Resolved - That £1,695.62 be awarded to The Great Escape.
26. Friends of Rake Lane Cemetery

Members discussed the details of the project.
Resolved - That £2,500 be awarded to the Friends of Rake Lane Cemetery.
27. Zero Centre

The Constituency Manager stated that this bid included staffing costs which were excluded in the funding Terms and Conditions.
Resolved - That this bid be rejected due to its ineligibility.
28. Leasowe Community Allotments CIC

Members discussed the details of the project.
Resolved - That £2,500 be awarded to the Leasowe Community Allotments CIC.
29. Wallasey Central Park Partnership

Members discussed the details of the project.
Resolved - That £2,237.69 be awarded to the Wallasey Central Park Partnership.
30. The Friends of Vale Park

Members discussed the details of the project.
Councillor R Abbey questioned whether the bid was eligible under the Terms and Conditions and suggested deferring the decision due to money/salary queries.
Resolved - That the Friends of Vale Park be awarded £2,500, subject to enquiries by the Constituency Manager that the bid complies with the Terms and Conditions.
31. The Parish Church of Saint Thomas The Apostle

Members discussed the details of the project.
Councillor L Fraser questioned whether funding had already been awarded to the Parish Church and whether this was a duplicate bid.
Councillor J Williamson stated that the funding should be provided, as work urgently needs to be completed on the church.
Resolved - That the Parish Church of Saint Thomas The Apostle be awarded £2,500, subject to enquiries by the Constituency Manager that this was not a duplicate bid.
The Chair confirmed that all of the bids had now been considered.
A member of the public thanked all of the Councillors, for all of the funding that they had awarded.
