Resolved - That the Council enters into a Preferred Development Agreement with Neptune Development Limited (NDL) to allow them to work up a comprehensive redevelopment proposal for Birkenhead Town Centre incorporating Council owned land on Europa Boulevard and a re-provided Birkenhead Market.
