This report seeks approval to deliver an NHS Health checks pilot using Primary Care Networks (PCN)/Service Delivery Units (SDU) as the service provider in collaboration with NHS Cheshire and Merseyside (Wirral Place).  PCNs will be paid by NHS Cheshire and Merseyside (Wirral Place) as part of a contract variation.

 

The service providers (PCN/SDU) already deliver this service across the borough and therefore this decision has potential to affect all Wards across the Borough. The decision is not a key decision.

 

The report supports the implementation of the Wirral Plan, Wirral Health and Wellbeing Strategy and NHSE 2023/24 priorities and operational planning guidance.

09/01/2023 - LEISURE SERVICES PROVISION OF FULLY MANAGED VENDING SERVICE ref: 5170    Recommendations Approved

The Council is seeking to award a contract to Alpine Vending Co Ltd, for a Fully Managed Vending Service across its Leisure Facilities.

 

To supply and install Vending Machines at all Leisure Sites, with the purpose of improving facilities for staff, visitors and members of the public, generating an additional revenue stream.

 

Leisure Services did not have the budget to fund the hire and/or purchase of vending machines or the time and resource to manage the stocking and general day to day management. Therefore, a detailed specification of vending requirements was issued to Procurement colleagues, with the desire for suppliers to aid Wirral Council in the following key outcomes;-

 

  • Provision of a reliable suite of Vending Machines at zero cost to the Council
  • Increase Income / Profit Generation
  • Energy Efficient Machines (particularly in light of recent utility cost increases)
  • Provide a variety of Vending Solutions
  • Provide a varied mix of products that include Healthy & Fair-Trade Options
  • Contactless / Alternative payment facilities
  • Responsive service in relation to Machine Call Out / Breakdown
  • Efficient Reporting – The Provision of Management Information, including % Profit Share, Sales by Site, Proposed product changes, Call out response times, uptake re Healthy/sugar free items
  • Aid the authority in their reduction of single use plastics.
  • Aid income generation to the Council based on a specified % profit share of sales, paid to Wirral Council on a monthly basis.

 

The contract will operate on a 50/50 gross profit share basis between Wirral Borough Council (WBC) and the supplier. The value of goods sold is expected to average £141,600 per annum (£708,000 over the full contract lifetime of 3+2 years). From this, WBC and the supplier would expect to achieve an equal share of £70,800 p/a (or £354,000 over the contract term).

That In connection with the provision of strategic investment advisory services to Merseyside Pension Fund, the Director of Merseyside Pension Fund has agreed to appoint Redington Limited (Company No. 06660006). Following a procurement exercise the value of the contract tender was established as £348,400. The appointment was made from the National LGPS Framework – Investment Consultancy. This was the overall highest scoring compliant tender with the highest scores for quality and service fit and second highest score on price.

09/02/2023 - MAINTENANCE, SUPPLY & INSTALLATION OF CCTV CAMERAS & ASSOCIATED EQUIPMENT ref: 5168    Recommendations Approved

This report requests that the Assistant Director of Neighbourhoods, Safety & Transport agrees to award contract for Maintenance, Supply & Installation Of CCTV Cameras & Associated Equipment for Wirral Council assets to Synectics Security through the Eastern Shires Procurement Organisation (ESPO) framework 628_19.  This will be for a three-year term and is to commence subject to contract on 16th February 2023.  This will support future digital improvements for the Council.

 

 The decision supports the delivery of the Wirral Plan by fitting into the Medium-Term Financial Plan (MTFP) referenced in the Wirral Plan.  Within the MTFP one specific aim is that value for money is delivered for the services we provide.  This contract aims to achieve value for money by the avoidance of inflated call off rates which would be the default position if no action is taken.

 

The report supports the delivery of the Wirral Plan themes: Safe and Vibrant Communities - where our residents feel safe and are proud to live and raise their families and Active and Healthy Lives - Working to provide happy, active and healthy lives for all, with the right care, at the right time to enable residents to live longer and healthier lives.

 

This is a key decision.

This report makes recommendations in relation to the following Community Asset Transfer (CAT) and an Asset Transfer (AT) matter:

Brackenwood Golf Course (CAT)

Bromborough Civic Centre (CAT)

Former Public Toilets in Moreton (Asset Transfer)

 

It builds upon the CAT reports approved by this committee at its meetings on 16 June 2022 and 25 October 2022, considers the Council’s approved Asset Strategy 2022-27, approved by Policy and Resources Committee on 9 November 2022, the priorities of the Wirral Plan 2021-26 and the emerging Local Plan with its “brownfield first strategy”

(1)  the Director of Resources be authorised to conclude the transfer of assets of Pensby Library to Pioneer People and Prenton Library to St. Stephens Church on the basis of the terms reported in the exempt appendix 1 to this report.

 

(2)   the Director of Resources be authorised to enter into negotiations on the basis of the re-submitted business plans contained in the exempt Appendix 2 of this report to agree Heads of Terms for the transfer of the former library assets at Wallasey Village to the Wallasey Village Library and Community Centre, Irby to the Friends of Irby Library, and Higher Bebington library to the Co-op Academy Bebington. Once agreed these Heads of Terms are to be reported back to this Committee for a decision or onward recommendation to Policy and Resources Committee.

 

(3)   the Director of Resources be authorised to market the site of the former Hoylake Library for sale or commercial leasing on the basis that it is surplus to the requirements of the Committee.

 

(4)   the removal of the former Woodchurch Library asset from the CAT process be approved.

 

(5)   Policy and Resources be recommended to agree that Higher Bebington Library be appropriated by the Council for educational purposes.

 

(6)   Policy and Resources be recommended to agree that the former Woodchurch Library asset be appropriated by the Council for educational purposes.

 

(7)   Policy and Resources be recommended to agree that the site of the former Hoylake Library be marketed for sale or commercial leasing.

 

(8)   both interested parties for the Bromborough Civic Centre, Neo and Bromborough Community Group, be invited to bring business plans on the basis of their submitted expression of interest incorporating their vision for the library element.

 

(9)   the former public toilets in Moreton which had been declared surplus to requirements be transferred to Moreton in Bloom, based on the information in the exempt appendix 7 of this report.

 

(10) £52,000 of the surplus revenue amount allocated to Community Asset Transfer be used to meet the holding costs of the former libraries in 2023/24 prior to transfer.

 

 

(11)   the remaining revenue balance of £62,417 be retained to support the library element of Bromborough Civic Centre if members decide to transfer this asset at a future point in the financial year 2023/24.

 

(12)  the Director of Resources be authorised to start negotiating with  Brackenwood Community Golf Club Ltd on the basis of their business plan, to seek to agree Heads of Terms to transfer the course and report back on the outcome of the negotiations and options, which support Local Plan priorities for decision by this committee.

 


31/01/2023 - Health Protection Strategy ref: 5163    Recommendations Approved

This report updates the Committee on the partnership work undertaken to develop a Wirral Health Protection Strategy. The pandemic has heightened the profile of health protection, and whilst a challenging period it has provided us with significant learning, and important lessons that Wirral’s Health Protection Board need to build on moving forward. As we recover and learn to live with COVID-19 now is the right time to refresh our local strategic and collaborative approach to health protection in Wirral.

 

An effective local approach to health protection is vital to improve health and wellbeing, protect the local economy, and reduce health inequalities. The Strategy sets out our collective approach to ensuring we have a resilient health protection system in Wirral.
