27/09/2017 - Re-Commission of the Early Intervention and Prevention Contract ref: 4320    Recommendations Approved

The report of the Director of Health and Care provided details of an integrated commissioning exercise with Wirral Council (Children’s, Public Health and Adults Social Care) and Wirral CCG who were looking to directly award the Early Intervention and Prevention Support for Vulnerable People/Young People and Carers (Adults and Young Carers) contract to the Wirral Health and Wellbeing Community Interest Company (CIC) - one entity that can deliver the broad services whilst sustaining the volunteer base as required by commissioners under Regulation 32 of the Public Contracts Regulations 2015.

(1)  That it be agreed to move to award of contract for the Early Intervention and Prevention Support for Vulnerable People/Young People and Carers (Adult and Young Carers).

 

(2)  That the award of contract to Wirral Health and Wellbeing Community Interest Company (CIC) as the provider of the Early Intervention and Prevention Support for Vulnerable People/Young People and Carers (Adult and Young Carers), be approved.

26/09/2017 - Approved Duty Request - Attendance at Public Sector Show in Manchester - 21 November 2017 ref: 3320    Recommendations Approved

To authorise the request for Councillor Angela Davies to attend the Public Sector Show in Manchester on 21 November 2017 - the event is free and Councillor Davies will travelling with an officer so will not incur any travel costs.

26/09/2017 - Outcome Based Model of Commissioning for Supported Living Services ref: 3319    Recommendations Approved

The report of the Director of Health and Care describes:

 

(1)  Work which will be carried out with regards to supported living providers reporting on the actual support hours that they deliver; this work will be followed and will link into the work that is being completed on the proposed Outcomes Based Payment Framework pilot.

 

(2)  The Outcomes Based Payment Framework that is proposed to be piloted for supported living services, which will support the move towards outcome-based commissioning.

(1)  That the move towards supported living providers reporting on actual hours delivered instead of commissioned hours, be agreed.

 

(2)  That a time limited pilot of the proposed framework for payment of outcome-based supported living services of up to twelve months, be agreed.

 

(3)  That the move forward with the Outcomes Based Payment Framework with the two providers who volunteered to take part in the pilot, be agreed.
