03/10/2022 - LiquidLogic EYEs - Data Migration ref: 5104    Recommendations Approved

The existing children’s services early years and education system, Capita ONE, is to be decommissioned and replaced by LiquidLogic EYEs. 

 

The purpose of this report is to identify who will carry out the data migration, ensuring existing child-level data is accurately transferred from Capita ONE to LiquidLogic EYEs, ensuring data conflicts are identified and data issues resolved in preparation for EYEs go live in August 2023 and to allow for the safe decommissioning of the existing system.

30/09/2022 - Contract variation to the Healthy CHILD PROGRAMME (FOR 0-19 YEARS) to fund additional activity to address the consequences of covid-19 ref: 5103    For Determination

This report outlines a proposed additional allocation of funding to the Healthy Child Programme for 0–19-year-olds currently held by Wirral Community Health and Care NHS Foundation Trust to address the impact of the COVID-19 pandemic on children and young people in Wirral.

 

The proposed actions affect all Wards within the borough. This is not a key decision.

 

This decision is aligned to the Council strategic priorities, the Wirral Plan theme Brighter Futures, and the Health and Wellbeing Strategy priority To ensure the best start in life for all children and young people.

06/10/2022 - APPOINTMENT OF ADDITIONAL NON-EXECUTIVE DIRECTORS TO THE BOARD OF WIRRAL EVOLUTIONS LIMITED ref: 5090    Recommendations Approved

This report follows the decision made by Shareholder Board on 25 March 2022 to note and endorse the decision of Adult Social Care and Public Health Committee made on 3 March 2022 to restore the delivery of services supporting adults with a learning disability to an in-house provision by the Council.  It seeks approval to appoint selected senior Council officers to serve as non-executive directors on the board of Wirral Evolutions Limited to support and facilitate the transition of services to in-house provision by the Council.

·  Shaer Halewood, Director of Resources (S151 Officer);

·  Graham Robert Hodkinson, Director of Adults, Health and Strategic Commissioning; and

·  Robert Jason Oxley, Assistant Director (Care & Health Commissioning); and

 

(2)  suitable Directors’ and Officers’ Liability Insurance be effected in the event that the policy currently offered by the Company lapses or fails for any reason.

 


27/09/2022 - Worklessness Support Service - Tender Outcome Report ref: 5087    Recommendations Approved

This report details the outcome of the procurement process for selection of the Worklessness Support Service supplier and seeks authorisation to proceed to contract.

 

The value of the procurement is £1,360,000 for 17 months, with the option to extend for a further 31 months. The total contract value is £3,840,000.

 

Ways to Work provides services that support adults and young people into employment and training and therefore successfully supports the Inclusive Economy theme of the Wirral Plan 2021 - 2026.

 

This is a key decision and this matter affects all Wards within the borough.

 

Appendix 1 of this report is exempt from publication under Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 as it contains commercially sensitive information.

Resolved – That the Director of Regeneration and Place has agreed to approve the award of a contract to Involve Northwest as the Most Economically Advantageous Tenderer  from 1 November 2022 to 31 March 2024, to the value of £1,358,720 for the delivery of the Worklessness Support Service, with the option to extend for a further 31 months.

22/09/2022 - Sustainable Urban Development Work Package 6: Phase 5 Beaufort Road And Wallasey Bridge Road - Proposed Cycle Pedestrian Improvement Scheme ref: 5086    Recommendations Approved

This report seeks acceptance of a tender from Cambrianway Ltd and award of a contract for the construction of highway improvements to Beaufort Road and Wallasey Bridge Road, Bidston and St James Ward and considers objections and expressions of support received following consultation. This scheme has been developed as part of Sustainable Urban Development (SUD) Work Package 6, Phase 5. 

 

The Wirral Plan 2021-2026 sets out the council’s vision to secure the best possible future for our residents, defined by the community prosperity we create and supported by our excellent people and services. This proposal directly supports the following key themes within that plan:

  A cleaner, greener borough which celebrates, protects, and improves our environment and urgently tackles the environmental emergency;

  Safe, vibrant communities where people want to live and raise their families.

 

The purpose of this scheme is to create an environment that is safe for both pedestrians and cyclists and to help embed walking and cycling as part of new longterm commuting habits.
