09/05/2023 - Help Out Contract ref: 5217    Recommendations Approved

The Help Out service has been in operation for nine months, having initially been appointed through a direct award, and has successfully engaged with 245 individuals. The service has proven that in conjunction with the Worklessness Support Service, job outcomes and health and wellbeing outcomes for individuals are significantly improved.

 

Through engagement with the service the number of people moving into employment has increased by 10% with 50% of individuals sustaining employment at six months. Extended provision of the service for a further eleven months at a reduced financial envelope aligns contract end points and allows for options to be explored regarding the merging of the two contracts when the Wirral Worklessness contract expires on 31st March 2024.

 

This programme is designed to engage eligible workless young people and adults and support their progression into education, employment, and training via a suite of flexible, tailored employment support services.

09/05/2023 - CONTRACT AWARD: CONTROLLED DRINKING ENVIRONMENTS ref: 5213    Recommendations Approved

This report provides an update on the recommissioning process and outcome to award a contract for Controlled Drinking Environments. A tender was undertaken during December 2022 – January 2023, in conjunction with the Council’s  Housing Services  team for the provision of Accommodation-Based Housing Related Support Services (Hostel) (Lot 1) and Controlled Drinking Environments Service (Lot 2). The process has concluded, the tenders received have been fully evaluated according to Council procurement rules and the Director of Public Health is requested  to award the Controlled Drinking Environments contract (Lot 2) to the preferred bidder, Birkenhead Young Men’s Christian Association (YMCA).

 

The activity outlined in this report supports the vision of the Wirral Plan 2021-2026, to ‘create equity for people and place’ and opportunities for all to secure the best possible future for resident, communities and businesses. It contributes directly or indirectly to delivering the following themes of the plan:

 

  Safe and Pleasant Communities

  Active and Healthy Lives

03/05/2023 - Internal and External Refurbishment of Clare Mount Specialist Sports College, Leasowe (Former Kinsgway Academy Site) ref: 5211    Recommendations Approved

This report requests that the Director of Regeneration and Place agrees to award a construction contract to Lyjon Construction Ltd. The contract includes extensive internal refurbishment over a 15-week contract period. The construction works will provide places for pupils who will move from the existing Clare Mount Specialist Sports College to these refurbished premises at the former Kingsway Academy the contract will also address major suitability works at the school for those pupils with Special Educational Needs.

02/05/2023 - CONTRACT AWARD: WIRRAL COUNCIL FOR VOLUNTARY SERVICE ref: 5209    Recommendations Approved

This report seeks approval for the direct aware of a contract to Wirral Council for Voluntary Service to deliver a programme of activity to support collaboration between key system partners and the community, voluntary and faith (CVF) sector in Wirral. The contract will enable the supporting of small groups to sustain and grow, neighbourhood working, delivery of the Health and Wellbeing Strategy and Volunteering and Community Development.

 

Wirral CVS is a Charitable Incorporated Organisation (CIO) established by and for Wirral’s CVF Sector.  This contract will be a direct award as Wirral CVS is the only organisation in Wirral which has National Association for Voluntary and Community Action (NAVCA) membership.

 

This proposal will aid delivery of the Wirral Health and Wellbeing 2022-27 strategy to ‘Create a culture of health and wellbeing, listening to residents and working together’ and will contribute directly or indirectly to delivering the following themes of the Wirral Plan:

 

·  Brighter Futures

·  Inclusive Economy 

·  Safe and Pleasant Communities

·  Active and Healthy Lives
