In order to effectively deliver the Medium Term Financial Plan and achieve the best outcomes for Wirral residents, the Council needs to have a clearly defined strategic change programme. The programme will define how the organisation needs to transform to achieve the optimum delivery model working with our partners to meet the needs of residents. The report will provide an overview of the emerging programme structure and how it supports delivery of the Council plan and the MTFP. Members of Policy & Resources Committee will need to approve the Change Programme for delivery to commence from 1 April 2021.
