This decision will be taken under urgency procedures.

Reason for urgency:
the Covid-19 pandemic has had a significant impact on young people and local youth services are acknowledged as being important in supporting young people to recover from the effects of missed schooling, missed opportunities for social and emotional development, and responding to the impact of hidden harm and this new youth offer is a key component in enabling that to be achieved. Additional funding to enable increased investment in the Youth Service to be put in place was only agreed in the budget in March.
