The Panel comprises ten representatives from the five local authorities of Knowsley, Liverpool, Sefton, St Helens and Wirral, plus two independent co-opted members.  It is charged with holding the Merseyside Police and Crime Commissioner to account for the discharge of functions as set out in the Police Reform and Social Responsibility Act 2011.
