Appointment of Chair

Minutes:

A motion was proposed and duly seconded that Councillor Steve Williams be appointed as Char for the Committee.

 

Resolved – That Councillor S Williams be appointed as Chair for this meeting.

Members' Code of Conduct - Declarations of Interest

Members of the Committee are asked to declare any disclosable pecuniary and non pecuniary interests, in connection with any items on the agenda and state the nature of the interest.

 

Minutes:

Prior to the hearing Councillor Brighouse declared an personal interest in respect of items 3 and 5 by virtue of him being Ward Councillor.

Having previously declared an interest Councillor Jim Crabtree replaced Councillor A Brighouse as Panel Member

 

The Panel considered the report of the Head of Environment and Regulation that reported upon a petition that was presented to Council on 15th July 2013 containing 20 signatures. The petition requested that a resident parking scheme be introduced on the south side of Woodchurch Road between Storeton Road and Moss Lane, that it is incorporated into the Tranmere Rovers Resident Parking Scheme and that a formal car park can be constructed based around the existing allotment access within Oxton Fields adjacent to ‘Rightway.’

 

Keith Rodgers, Traffic Network Manager, provided Members with background information to the proposed scheme and recommended to the Panel that it would not be appropriate to implement any traffic management action in respect of the petition.

 

The Lead Petitioner, Mr Jeff Kendell, addressed the meeting outlining his concerns with parking provision in the area and requested that the Council consider options to improve the situation.

 

The Lead Petitioner and Officers responded to questions by Panel Members.

 

It was noted that the particular area was on the border of two parking zones. It was suggested that Officers make enquiries into the possibility of allowing parking provisions in either zone and report back to a future meeting of the Highways Panel.

 

Members considered all representations made orally and in writing.

 

Resolved – That:

 

(1)    enquiries are made into possibility of allowing parking   provisions in nearby parking zone and that the outcome is   reported back to a future meeting of the Highways   Panel;

 

(2)    members note the petitioners request for a resident   parking scheme on Woodchurch road and the   construction of a car park on Oxton Fields, but agreed   that neither of these suggestions are viable for the   reasons stated in the report; and

 

 

(3)    it is recommended to the Regeneration and Environment   Policy and Performance Committee that no further   action be taken in   respect of this petition.

The Panel considered the report of the Head of Environment and Regeneration reporting upon an objection which had been received from a local resident.

 

Mr D Rees, Road Safety Group Leader outlined the report. It was reported that a site meeting was held between a Council Officer and the objector. The objectors raised additional concerns that were summarised in paragraphs 2.12 and 2.15 of the report. Mr Rees responded to questions from Members of the Panel.

 

The objector was not present at the meeting, Members considered their written representations, as summarised in the report.

 

Resolved – That

 

the Panel note the objections and that the proposed scheme consisting of a puffin crossing be recommended to the Regeneration and Environment Policy & Performance  Committee for approval and implementation.

The Panel considered the report of the Head of Environment and Regulation that reported upon objections which had been submitted by residents of Shrewsbury Road, Oxton and Broadway, Greasby regarding proposed traffic calming measures.

 

Mr G. Roe outlined the report. Members were advised that on 13th March 2014 Cabinet considered and approved the 2014/15 Local Transport Capital Programme. Identified within the programme was the proposal to introduce a mini- roundabout at the Junction of Shrewsbury Road and Gerald Road, Oxton, to be funded from the Local Transport Capital Programme, ‘Improving Road Safety’ block allocation.

 

Mr Boothroyd addressed the meeting on behalf of local residents and provided some further written representations that Members and Officers considered prior to his verbal submission.

 

Mr Boothroyd detailed his objections in relation to the proposal including: foreseen difficulties in gaining access to his property; increased fuel emissions and depreciation of the value to his property.

 

Mr Boothroyd was informed that it is not in the Panels remit to take into consideration depreciation of value of property but was advised to contact the Department for advice on how to take the matter further, should he wish.

 

Mr Boothroyd and Officers responded to questions from the Panel.

 

Resolved - That

 

the Panel note the objections and that the proposed scheme consisting of a mini- roundabout be recommended to the Regeneration & Environment Policy and Performance Committee for approval and implementation.

The Head of Environment and Regeneration reported upon objections that had been received following formal consultation from two Wirral residents. It was also reported that there letters of support for the scheme were received. The content of the objectors concerns were set out from Paragraphs 2.7 – 2.14 of the report.

 

Mr G Roe outlined the report and responded to questions from Members.

 

No objectors were present at the meeting.

 

Resolved - That

 

the Panel notes the objections and that the proposed scheme consisting of a traffic calming scheme and associated 20mph traffic Regulation Order be recommended to the Regeneration & Environment Policy & Performance Committee for approval and implementation.
