The Council is composed of 66 Councillors with
one third elected three years in four.
Councillors are democratically accountable to residents of their
ward. The overriding duty of
Councillors is to the whole community, but they have a special duty
to their constituents, including those who did not vote for
them.

a plan or strategy for the control of the local authority’s
borrowing, investments or capital
expenditure, or for determining the authority’s minimum
revenue provision, which meaning will include:

the allocation of financial resources to different services and
projects,

proposed contingency funds

the Council tax base
·
setting the Council tax
·
decisions relating to the control of the Council’s borrowing
requirement
·
treasury management functions
·
the control of its capital expenditure and
·
the setting of virement limits.
