19/10/2022 - DEVELOPMENT FUNDING FOR TRANSPORT PIPELINE - BIRKENHEAD CENTRAL GATEWAY ref: 5110    For Determination

This report seeks approval to accept grant funding of up to £1,582,500 from the Liverpool City Region Combined Authority to support the development of the Birkenhead Central Gateway Programme. The report also notes the approved slippage of £1,092,129 from 2021/22 development funding grant award. The development funding will support key regeneration projects including Argyle Street, Dock Branch Park, Hind Street and Woodside.

 

The acceptance of the development funding will support all five themes of the Wirral Plan 2021-26: Inclusive Economy, Safe & Pleasant Communities, Sustainable Environment, Brighter Futures and Active & Healthy Lives.

Resolved – that,

 

(1) the Director of Regeneration and Place be authorised to

 

(a) accept grant funding of up to £2,674,629 to support the development of the Birkenhead Central Gateway Programme allocated to the Council by Liverpool City Region Combined Authority; and

 

(b) commence the necessary pre-development work to achieve the outputs set out in Table 1of this report.

 

(2) Recommend to the Policy and Resources Committee that the Capital Programme be amended so that the £2,674,629 grant funding allocated to Wirral Council by Liverpool City Region Combined Authority be allocated to the development of the Birkenhead Central Gateway Programme.


19/10/2022 - FUTURE HIGH STREETS FUND MOVEMENT SCHEMES ref: 5109    Recommendations Approved

This report provided an update regarding the work undertaken to progress the Future High Streets Fund (FHSF) Movement Schemes in Birkenhead. The schemes are:

 

· Charing Cross / Grange Road, Birkenhead; and

 

· Conway Street / Europa Boulevard, Birkenhead

 

The report requested that Members note the progress made in the development and design of the schemes and seeks approval to undertake public and stakeholder consultation and engagement in relation to both schemes.

 

The FHSF Movement Schemes will support all five themes of the Wirral Plan 2021-26: Inclusive Economy, Safe & Pleasant Communities, Sustainable Environment, Brighter Futures and Active & Healthy Lives.

(1) in consultation with the Liverpool City Region Combined Authority and the Chair and Spokespersons of the Economy, Regeneration and Housing Committee and the Chair and Spokesperson of the Environment, Transport and Climate Change Committee, the extent, alignment and design of the Future High Street Movement Schemes at Charing Cross / Grange Road, Birkenhead and Conway Street / Europa Boulevard, Birkenhead which will be the subject of the stakeholder and public consultation and engagement be agreed;

 

(2) the approach to consultation as set out in paragraph 3.8 of this report be approved and implemented.

 


19/10/2022 - ACTIVE TRAVEL FUNDING - TRANCHE 3 ref: 5108    Recommendations Approved

This report seeks approval to accept grant funding of £2,225,000 from the Department for Transport’s Active Travel Fund Tranche 3 (ATF T3) Programme, and to allocate the funds to the proposed Conway Street / Europa Boulevard Movement Scheme.

 

The budget secured from the Tranche 3 Programme will enable the scope of the proposed Conway Street / Europa Boulevard Movement Scheme to be extended as set out in Appendix 1 of this report.

 

The scheme is funded via the Future High Streets programme. The acceptance of the Tranche 3 funding will support all five themes of the Wirral Plan 2021-26: Inclusive Economy, Safe & Pleasant Communities, Sustainable Environment, Brighter Futures and Active & Healthy Lives.

03/10/2022 - LiquidLogic EYEs - Data Migration ref: 5104    Recommendations Approved

The existing children’s services early years and education system, Capita ONE, is to be decommissioned and replaced by LiquidLogic EYEs. 

 

The purpose of this report is to identify who will carry out the data migration, ensuring existing child-level data is accurately transferred from Capita ONE to LiquidLogic EYEs, ensuring data conflicts are identified and data issues resolved in preparation for EYEs go live in August 2023 and to allow for the safe decommissioning of the existing system.

This report outlines a proposed additional allocation of funding to the Healthy Child Programme for 0–19-year-olds currently held by Wirral Community Health and Care NHS Foundation Trust to address the impact of the COVID-19 pandemic on children and young people in Wirral.

 

The proposed actions affect all Wards within the borough. This is not a key decision.

06/10/2022 - APPOINTMENT OF ADDITIONAL NON-EXECUTIVE DIRECTORS TO THE BOARD OF WIRRAL EVOLUTIONS LIMITED ref: 5090    Recommendations Approved

This report follows the decision made by Shareholder Board on 25 March 2022 to note and endorse the decision of Adult Social Care and Public Health Committee made on 3 March 2022 to restore the delivery of services supporting adults with a learning disability to an in-house provision by the Council.  It seeks approval to appoint selected senior Council officers to serve as non-executive directors on the board of Wirral Evolutions Limited to support and facilitate the transition of services to in-house provision by the Council.

 

The Wirral Plan 2021 - 2026 sets out the Council’s vision to secure the best possible future for the Council’s residents and covers the following five themes:

10/10/2022 - Internal and External Refurbishment of Castleway Primary School ref: 5089    Recommendations Approved

This report requests that the Director of Regeneration and Place agrees to award a construction contract to Wilson Development and Construction Ltd. The contract includes extensive internal and external refurbishment over a 14-week contract period. The construction works will provide nursery places for pupils who have moved from the Leasowe Nursery site to Castleway Primary School in September 2022 but also to address significant condition and suitability works at the school.

  

The decision supports the delivery of the Wirral Plan by providing Brighter Futures: working together for brighter futures for our children, young people, and their families by breaking the cycle of poor outcomes for all regardless of their background.
