26/01/2023 - INSTALLATION OF SWIMMING POOL COVERS AT GUINEA GAP BATHS, LEASOWE LEISURE CENTRE, EUROPA POOLS, WEST KIRBY CONCOURSE AND THE OVAL ref: 5157    Recommendations Approved

This report requests that the Director of Regeneration and Place agrees to award a construction contract to H20 Servicing Limited. The contract allows for the supply and installation of swimming pool covers at Guinea Gap Baths, Leasowe Leisure Centre, Europa Pools, West Kirby Concourse and The Oval.

 

The decision supports the delivery of the Wirral Plan 2025 by providing a Sustainable Environment and will allow leisure services to make financial savings as well as energy reductions which contribute to Wirral Councils commitment to environmental responsibilities in supporting the “Cool Wirral” strategy.

24/01/2023 - ADMISSION ARRANGEMENTS FOR COMMUNITY AND VOLUNTARY CONTROLLED PRIMARY AND SECONDARY SCHOOLS AND THE CO-ORDINATED ADMISSION SCHEMES FOR 2024-25 ref: 5156    Recommendations Approved

The report invites the Children, Young People and Education Committee to determine the Council’s admission arrangements for community and voluntary controlled primary and secondary schools and the co-ordinated schemes for 2024-2025. The Wirral Fair Access Protocol has also been amended to reflect feedback from Wirral schools and the 2021 Fair Access Guidance.

20/01/2023 - REGENERATION DELIVERY VEHICLE BUSINESS CASE DEVELOPMENT SUPPORT - PROCUREMENT ref: 5146    For Determination

This report seeks approval for the appointment of Deloitte LLP (Company number – OC303675) to develop the Council’s business case for the creation of a Regeneration Delivery vehicle. Furthermore, this report details the procurement route and justification for the award to the chosen supplier. This report seeks authorisation to proceed to contract. The value of the contract is £200,000 for up to two years to be delivered in 4 phases.

 

The Wirral Plan 2021-2026 sets out a vision for a prosperous, inclusive economy where local people can get good jobs and achieve their aspirations. It states that we will support inclusive economic growth and increase community wealth. Furthermore, the Wirral Plan sets out a vision working towards a clean-energy, sustainable borough that leads the way in its response to the climate emergency and is environmentally friendly. The recommendations in this report will support businesses in the delivery of these aspects of the Wirral plan.

 

The proposals within this report will primarily affect Birkenhead and Tranmere as the delivery vehicle will primarily affect this area.

13/01/2023 - AWARD OF CONTRACTS FOR CARE AND SUPPORT IN EXTRA CARE HOUSING IN WIRRAL ref: 5145    Recommendations Approved

A previous Officer Decision Notice (ODN) referred incorrectly to awarding both contracts to Provider A and Provider C.  The award of both contracts is to Provider C.  The contract for Spinnaker House has been dealt with under the ODN to Provider C.  This decision addresses the award to Provider C of the contract for Sycamore Place.

Resolved (7:2) (2 abstentions) – That in response to the Trust position regarding transfer of social care, the Committee would expect that we secure a safe, effective, and timely transfer that puts staff at the centre of the process. The proposed date of 1st April is likely to be challenging. Committee would therefore propose a formal project plan is negotiated and agreed between the Local Authority and the Trust setting out the timeline required to both meet these objectives and mitigate against risk to both organisations and ensure seamless care for people who use the services and request the Director of Care and Health to provide an update report to the March 2023 Adult Social Care and Public Health Committee.


11/01/2023 - DISPOSAL BY LONG LEASE OF TREASURY ANNEXE BUILDING, BIRKENHEAD ref: 5143    For Determination

The Treasury Annexe Building is currently occupied on a short term lease by Make Hamilton Square Ltd (‘Make’) as a centre for makers and creatives.  Make intends to relocate to alternative premises in Argyle Street, Birkenhead on or before the expiration of the lease in July 2024.  At that point, the Annexe Building will become vacant and surplus to the Council’s requirements.

 

In September 2022, Wirral Borough Council secured approval and funding from the Department for Levelling Up, Housing and Communities’ (DLUHC) Towns Fund for a number of projects within the Birkenhead Town Deal programme. The Joy Project is one such project, which has identified the Treasury Annexe Building as a suitable location for its activities. 

 

It is therefore proposed that the Council makes a disposal of the property to the Open Door Charity on a long lease in return for a premium of £270,000 plus VAT.

 

The Wirral Plan 2021 - 2026 covers the following five themes:

 

  • Safe & Pleasant Communities
  • Brighter Futures
  • Active and Healthy Lives
  • Sustainable Environment
  • Inclusive Economy

 

The disposal of this asset and the use of Town Deal funds, together with the wider regeneration programme, delivers against all of the above themes.

 

The transaction has implications for the Birkenhead and Tranmere ward.
